The IRS&#039;s IT organization has been successful in recruiting talent.  However, we predominantly lose candidates because of the time it takes to on-board them.  Even though OPM &#039;recommends&#039; a 45-day hiring cycle, candidates typically experience a much longer interim between application submission and first interview.  If selected, additional time elapses due to pre-employment processing requirements.  

Private employers have a significantly shorter offer to on-board interval.  High caliber candidates who cannot endure the wait for a federal job offer are left with little alternative but to reamin in the private sector.</description>
