It's not just the place to find hotel staff and military people- try engineers and scientists. I did shopping mall recruiting in the 1980's
(yes, the '80s!) and it was enormously successful. I set up a table (for free) at the local shopping center at lunch, where I had noticed a lot of people from the competition shopped- how did I know? I saw their badges!
We were able to recruit several PhD EE's with many years of experience, a number of engineers, and even a few administrative people who walked by. Needless to say, the people initially saw our display on the first day, talked with us, and then came back with resumes later.

I'd recommend it highly.

Best,
