This is what you get when working with active candidates.  You only get to choose from what comes along.  You cannot choose the quality that comes along and therefore you need to implement a system such as this just to filter out the worst from the not so good.

Dealing with low quality candidates is precisely why working with passive candidates is best.

One option is missing from this article that can be in place of all the others put together.

Use a headhunter.  

Whats described in this process is what we already do.  Hopefully this will help others to see why the fee can be worth it in saved time alone for the client.
